Under the economic account of insolvency law the interest involved in deployment

i s limited to the maximisation of return for the benefit of creditors. The multi-purpose

account, in addition, also recognises other interests, such as employment or sound

economic infrastructure, as legitimate objectives of insolvency law. In order to justify

obstacles to trade resulting from the universal application of insolvency law, these

interests must be able to be qualified as 'mandatory requirements ot the public

interest'.
